Why does it work? Raw edge striping. The fringe effect of the stripe when it clashes against its opposing shade; is what keeps things from looking uniform prim.
Better yet, the tube top is black (aside from the front striped piece), so there is visual depth and a wee little skirt draping to finish off the dress.
